Joseph J. Russo, JD
President & General Counsel

Joseph J. Russo is President and General Counsel of HP3, Inc., a national healthcare consulting firm dedicated to providing documentation, coding and data solutions for improved reimbursement, compliance, and patient care.

HP3 consultants assist healthcare providers in resolving challenging documentation, coding and data issues with solutions such as Clinical Documentation Improvement (CDI), outsourced coding, and auditing services. HP3 utilizes proprietary software in the delivery of its measurable, reproducible and sustainable consulting services.

Mr. Russo chairs the Compliance and Regulatory Consulting Practice. He has assisted providers nationwide with challenging compliance and reimbursement issues including extensive work on significant settlements between providers and the OIG/United States Attorneys Office.

Previously, Mr. Russo served as Senior Vice-President and Corporate Compliance Officer for QuadraMed Corporation where he drafted and implemented a Corporate Compliance Program. From 1994 to 1998, Mr. Russo served as the President and General Counsel to Cabot Marsh Corporation. During that time, he supervised a large group of compliance professionals and clinicians. He also directed the development of a popular compliance software product, ComplySource, utilized by many healthcare providers.

Mr. Russo was a faculty member for several national audio conferences entitled “Coding, Compliance and the Law,” co-sponsored by the Health Care Compliance Association (HCCA) and the American Academy of Professional Coders (AAPC). In addition, he has spoken on several occasions to the American Health Information Management Association (AHIMA). Most recently, he presented at the national AHIMA Conference on “Addressing Coder Liability Issues Effectively.” He has been a frequent national speaker on issues involving False Claims Act liability, coder liability issues, implementing effective compliance programs, and HIPAA.

Mr. Russo was a founding board member of the HCCA. He served on the Board of Directors of the HCCA until December, 2001. He is a member of the New Jersey, Pennsylvania, and District of Columbia bars. He is a former criminal defense attorney with the State of New Jersey, where he served as the First Assistant Deputy Public Defender for the Warren Region, as well as the Acting Deputy Public Defender. He is a member of the HCCA, AHLA, ABA, and HFMA. He is also a Senior Partner with the law firm of Russo & Russo, LLP.

Mr. Russo has published many articles in healthcare industry journals and has also spoken extensively on healthcare compliance and reimbursement issues throughout the United States and England. He is a contributing author to the Health Care Compliance Professional’s Manual (Aspen) and co-author with Ruthann Russo on Coding Compliance: A Practical Guide to the Audit Process (Opus). He has authored several articles for the Journal of Health Care Compliance published by the HCCA.
